Government to Government Solutions
The Extranet aspect relates to constituents who hold a special relationship with the agency - other agencies. For a government agency, the Extranet is predominantly relationships with other government agencies. However, the Extranet could include vendors, partners and suppliers. This is the Government-to-Government aspect of the web presence. While the Extranet is one mechanism to encourage inter-government collaboration, it is not the only way.
Agencies can use a Services Oriented Architecture (SOA) to integrate long-running processes. Using XML format as the payload, agencies can communicate information to secure web services across agency boundaries. That said, it is important to note that an inter-agency endeavor of this nature requires a unified architecture that the concerned agencies by into.
